The City of Johannesburg Extends the Appeal Period of the GVR2023

The City of Johannesburg has extended the General Valuation Roll (GVR2023) appeal period to the 30th of November 2023 which only applies to property owners who have previously objected to the Roll and who are still not happy with the Municipal Valuer's Decision (MVD).

 

According to the City, it has processed +38 000 objections out of a total of 42 053 objections received and it has sent out MVD notices.

An appeal to the Municipal Valuer's Decision will be heard by a Valuation Appeal Board (VAB) which is an independent board appointed as per the Municipal Property Rates Act 6 of 2004 as amended (MPRA).

Here's how to lodge an appeal:

In order to lodge an objection, you first need a valuation. Once you have received your valuation report you would then need the correct objection form based on the type of property(s) you own. You are permitted to object any information displayed on the general valuation roll, as long as you are able to support your objection. It is your responsibility as the objector to prove that the market-value assessment is incorrect.

Ensure that the following information is included in your form to confirm your objection is based on factual evidence.

  • Correct property details and description
  • Correct property size
  • Category in which the property falls
  • Registered owner's name, surname and contact details.
  • Market value of the property

Objections received from the public are checked and captured on the City's system and objection numbers are automatically allocated. A confirmation letter is produced and serves as proof that the objection has been submitted. The Municipal Valuer must consider the objections and decide to adjust the Valuation Roll according to Section 51 should the need arise.

The appeal board must review the decision and confirm, revoke, or amend the decision. Thereafter the chairperson of the appeals board and the Municipal Valuer must ensure that the valuation roll is adjusted accordingly. The objector and owner will be notified of the Municipal Valuer's decision in writing within 30 days of application and if the Client is still not happy, an appeal must be lodged within 21 days of receiving the reasons of the decision.
